What is the proper method of cleaning dishware when you do not have access to a sink or dishwasher. For example, if your power goes out for a while how would you go about properly cleaning dishes so that no one gets sick?

Liquid soap and water works really well, one could even use this method when camping as well as if all the Thanksgiving dishes don't fit in the dishwasher.  It sounds rather old fashioned but it is the practical way to do it with out electricity.

I am trying to buy exclusively in season and as much organic as I can, do you know of a directory of each states local foods? What is in season etc.?

If you buy local then its in season for that area so you are set. Not only is each state different but each city or area is different. Sometimes you can find a list of foods that are seasonal for your state but when you go and buy locally they may have items that aren't on that seasonal list, this is okay though. I think that its great to buy local, organic or not. Sometime local areas are not organic but either way its good knowing that your food hasn't traveled the world to get on your plate. I buy organic when I can but if I'm tight for a month then I buy foods that you don't bite into as non-organic. ie. bananas, oranges, mangos etc. My greens I try to get organic no matter what. Have you heard of the dirty dozen?

Try googling local farms and volunteer there as well, this is a good way to network. You can get to know the local growers and learn more about other local markets. If you have any kids this would be a great learning experience for them as well.
